Daphne McCurdy is Vice President for Policy and Advocacy at Pact, an international development organization. She previously served as the Deputy Assistant Administrator at USAID and as a Senior Advisor in the Department of State’s Office of China Coordination. Prior to joining the Biden administration, Daphne was Foreign Policy Advisor to Senator Jeff Merkley where she oversaw his work on the Foreign Relations Committee and the Appropriations' State and Foreign Operations subcommittee. She has extensive experience working in the US government, the United Nations, and various think tanks and non-governmental organizations managing policy, foreign assistance, and research across the Middle East and Africa. Daphne is a Council on Foreign Relations term member, Truman National Security Project fellow, Foreign Policy for America Leadership Circle member, and formerly, a CNAS Next Generation National Security Leaders Fellow and Fulbright scholar in Turkey. She holds a BA from Tufts University and an MPA from Princeton University.
